What is the way of calculating (or selecting) the size of wind turbine using hourly wind speed of whole year?
I have wind speed data and direction of wind speed measured hourly through the year. I want to select the optimum wind turbine size. For that I should know how to calculate the wind energy which can be extracted.

wind speed has nothing to do with size of turbine. The size is determined by physical space available, amount of money, amount of power needed, and local laws.
Wind speed data will tell you how many hours per year you can operate the turbine at what power level (full power, half power, etc).
